stop a sequence in submasters lights go out

Hello, I must be missing something. if I am running a sequence in the cue list and I disable the restore all values button (greyed out) and then stop running that sequence the lights stop on that scene and just stay as is. If I am running the sequence in a submaster and stop the submaster the lights just all go out, as opposed to staying on the scene it was stopped at. if I turn the restore all values button off in the cuelist and then hit stop on the submaster the restore all values button turns back on. Is there a way to stop the submaster and have the lights stay on and on the scene I stopped it at? Thanks so much.
