How do you reposition buttons on a touchscreen?

How do you reposition buttons on a touchscreen?
Once placed, buttons seem to be locked in place. I've found a description of editing the config file by hand to move them, but is that really the only way? I'd really like to drag them around in the GUI!

if you press right mouse button on the background you can enable "MOVE BUTTONS"
