Using the Lamp for strob

I have an American DJ Dekker and I set up the submasters so that one set dose color, another motor and the third the lamp intensity. In the lamp I have sequences that fade and strobe.

Fade sequence values are:
fade 1.0 sec DMX 0
fade 1.0 sec DMX 255
This works in the submaster. All the LEDs respond and the dekker fades on and off in what ever color(s) I select.

Strobe sequence values are:
snap .1sec DMX 0
snap .1sec DMX 255
This dose not work in the submaster but works in the cue... No clue why. Any ideas?
