Thats 2 really generic questions that can't be answered without you giving more details what you want to know.
So this question can only be answered one way:
Read the manual.

If we are talking about the submasters itself and how they work, then yes; read the submaster guide remco_k made a link to.
If we are talking about these submaster groups then I think the questions are relevant, beacause there is no info about this feature:
