How to manage strobe of fixture

I have MH fixtures. Created the fixture my self because it are china one's. When i set the shutter to a random value, the beam responds by start shuttering (slow -- fast). When i set the chanel value to 0, the fixture keeps shuttering very slow!.
I need to go "lamp" and set shutter to off to stop shuttering. How can i configure so that chanel value 0 stops shuttering or is this not intended? An alternative would be a way to set shutter to off from the touch interface and midi panel, how can i do that?

Values are 16-251 for strobing so instead of value 0 use 16.
Could also be strobing off is value 251 (lights full on).

Thanks for your reply,
I tried 16 ans 251 as "off" value in my fixture settings. With 16, the "off button" in the FS "lamp" menu lets the lamp shutter really slow instead of stopping it. The value 251 lets the off button shutter the lamp verry fast.
With value 0, I need to click the "off" button in the FS "lamp" menu to stop shuttering. This is enoying as i cannot find a way to achieve this via my midi controller and the touch interface. This means i can start shuttering the light via the midi or touch interface but need to go to the "lamp" menu with the mouse to stop it.
Any other suggestions?

The OFF value should be set to 0. Values 16 to 251 will cause the strobe effect. Clicking the off button in the "lamp" menu turned off the light - not sure if it really stops the strobe but it may.
I've included the fixture I created (using the Fixture creator shipped with Freestyler 4.1.7) for testing on my system. I do not have the instrument so can only view the DMX values in the OUTPUT window.
I used GOBO 3 for the Channel 12 functions. The MACROs control channel 13.
