Is it possible to set exact scene time? Is it possible to set exact scene time less then 100 ms? For example, 42 ms, 1002 ms? I will appreciate either assistance with FS soft, or link to other free soft which can produce sequences with exact scene time.

Probably not. It's more an issue of how dmx works rather than what software you use.

I mean if the signal can't be sent through to the lights at that kind of specific number then it wouldn't really help you.
If you think about it 40Hz is the top end for most interfaces, and going significantly above that - even if you could - would likely only cause compatibility or stability issues with older or different fixtures. But even at 40Hz your only refreshing the fixtures once every 0.025s. Within that 0.025s the channels of the dmx universe are transmitted one at a time, so it won't come round to that same channel again for its next update for another 0.025s.
Since you can't control the lights using dmx interfaces available at something ridiculous like 1000 Hz there is little or no justification in individual millisecond increments.

That said when dmx needs to match closest possible timings to external things like a music beat it can be done by triggering through midi.
