submaster intensity

Hello
My idea, submaster intensity may trigger Cue.
Now moves Cue, needs to click on "Run", then pushes up "submaster", When needs to stop, needs to click on "Stop", then pushes down "submaster".
I want push up "submaster", achieves certain intensity,for instance achieves 1% or 5% (0%-100%), starts run Cue. Pushes down "submaster", is lower than certain intensity,for instance achieves 1% or 5% (0%-100%), stops run Cue.
If has the MIDI control, I may also push up the throwout lever, may automatic run Cue, push down the throwout lever, may automatic stopping Cue .
