Slow Strobe Rate
I am using some LED par 64s through an Enttec Open DMX. The strobe values are 154 to 248 (can't remember exactly but that doesn't matter). The values before that are for lamp intensity and the values after that is lamp full intensity. When i have the lights set, on freestyler, to the highest strobe setting it still isn't that fast. When I run the lights non-dmx and set the dip switches to the strobe program it is very fast. Any clue as to what the problem is? Does it have to do with the fact that I am using Enttec Open as opposed to Pro? Thank you!

maybe the fixture for you light is set up wrong.. can you attach the manual and fixture?

Not specific wrong, but just created with a different view of things.
Try to control the DMX channel manually within FreeStyler, see if you can get that fast strobe rate you're looking for.
If so, then probably the fixture file is'nt created the way you want. Then you can adapt it, or leave it that way and find another method of getting that fast strobe effect. (Like adding a macro to the fixture file or making a sequence that sets the right DMX value for that channel and add it to 'buttons')
Be aware that if you modify an existing fixture, a new setup of FreeStyler can overwrite your modified fixture, discarding your adaptions. Leaving you (again) with a slow strobe rate.
Maybe its a better idea to copy that fixture file and save it as a new file.

With my strobe, I just created 4 Cue buttons, Slow, Medium, Fast, and HOLD to FLASH.
