I have Robe ClubSpot 250 ct and in hand book i have 16 bit and 8 bit Channel also the Moving itself can be use 8 or 16 bit.
1. Fixture Creator have not all functions that i see in my hand book like Speed of Pan what shuld i do?
2. when i insert the channel of Pan or Tilt i see an option Pan 8bit and Pan 16bit and when i watch in my hand book i see both 8 and 16 bit channeles are on channel 1 but when i save file i get an error like: Pan field can't be the same as pan 16bit, what shuld i do?

For each mode your are planning to use (generally just 1) you have to make a fixture file.

Its is impossible that 8 and 16 bit pan or tilt is on the same channel. So there is a typo in the manual, or you misread. As you see, the spot has 4 different modes. I've created a fixture file for each mode. (Thats the only way).
I only use the spots on Mode 1, so I dont need to have the Mode 2,3 and 4 fixtures. I've just created them because its easy and might be helpfull for other users who use the spot in Mode 2,3 or 4.
Ofcourse the spot itself needs to be configured in the mode you wish to use it.
According to this manual the 250CT has 2 different modes: 16 bit and 8 bit. So make a choice between them and create the fixture file with the channel numbers noted in the 16 bit column (if 16 bit was chosen).

Well, there are exceptions.
Some fixtures (like the ClubSpot 250 ct) have a vector mode, black-out while PAN/TILT step moving or colour or gobo changes. I use that from time to time in special situations.
This mode is often set in the P/T speed control.
