email issue on forums

Apologies, I tried emailing the admins, but that is the function that appears to not be working...
I tried resetting my password and the function to send email did not work. Attempted emailing admins and had same error - the following was displayed on the screen:
[phpBB Debug] PHP Warning: in file [ROOT]/includes/functions_messenger.php on line 1541: stream_socket_enable_crypto(): SSL operation failed with code 1. OpenSSL Error messages: error:14090086:SSL routines:SSL3_GET_SERVER_CERTIFICATE:certificate verify failed
Looks like maybe a certificate expired...
(I created a new account...)
