The problem is that the program does not support Unicode.

To resolve this problem, you must:

Go to "Control Panel" -> "Region and Language" -> tab "Administrative" ->
in section "Language for non-Unicode programs" click "Change the system locale" and set "English (United Kingdom)".

I think the problem with lack of feedback on this issue is that not many are using this feature and if they are, then they don't have had this problem.
